Life-Threatening Flooding Submerges Pensacola, Florida

Torrential rainfall and “life-threatening" flooding turned deadly in Florida’s panhandle late Tuesday - the latest fallout from a monster weather system that has killed at least 35 people in six states. . .

. . . More than two feet of rain fell in a 26-hour period in Pensacola, Fla. according to one rain gauge, washing away bridges and closing mile after mile of highways across the region, leaving hundreds of drivers stranded for hours. . .

. . . More than five inches fell on Pensacola in the single hour between 9 p.m. and 10 p.m. CT (10 p.m. and 11 p.m. ET) Tuesday, the NWS said.

Under the dynamic conditions of rapid climate change and broader global changes, resilience and sustainability are not being achieved through traditional emergency management and humanitarian approaches alone. While community-based resilience networks are now beginning to emerge in a race to stabilize New York City's coastal communities significantly impacted by Superstorm Sandy in 2012, many impacted neighborhoods are still trending toward greater vulnerability plaguing recovery and preparedness for the next wave of potentially larger storms.

2014 Preparedness Summit: Looking at the Past to Improve the Future

“Disasters pose questions of who [is helped] first and who...last,” said Sheri Fink, MD, PhD, a correspondent for The New York Times and Pulitzer Prize-winning author, to more than 1,000 attendees of the 2014 Preparedness Summit  in Atlanta this week. Fink is the author of Five Days at Memorial: Life and Death in a Storm Ravaged Hospital, about the response by health providers, first responders, volunteers, patients and family members who rode out the storm in a hospital that lost power in the early hours of the hurricane. Fink was the headline speaker for the first plenary session of the Summit.

Report: Support to Local Authorities (When They Are Overwhelmed)

On 13 November 2013, DomesticPreparedness.com hosted a roundtable discussion at the U.S. Air Force Academy's Falcon Club in Colorado Springs, Colo. LTG H. Steven Blum, (Ret.) USA, led the discussion on "Support to Local Authorities (When They Are Overwhelmed)" and the readiness of local authorities to deal with the aftermath of natural and/or manmade disasters. The requirement does not change even though grant dollars are being cut.

The survey results outlined in this report highlight the need to do more to improve preparedness efforts for any natural or manmade incident. Disasters often touch everyone within an affected jurisdiction. However, as seen on 9/11 and following many other disasters over the years, they also affect many people outside the immediate impact area and even around the world.

SLOSH Model - Introduction

The Sea, Lake and Overland Surges from Hurricanes (SLOSH) model is a computerized numerical model developed by the National Weather Service (NWS) to estimate storm surge heights resulting from historical, hypothetical, or predicted hurricanes by taking into account the atmospheric pressure, size, forward speed, and track data. These parameters are used to create a model of the wind field which drives the storm surge.

The SLOSH model consists of a set of physics equations which are applied to a specific locale's shoreline, incorporating the unique bay and river configurations, water depths, bridges, roads, levees and other physical features.

Public Health Preparedness Capabilities: National Standards for State and Local Planning

One of the nation's key preparedness challenges has been determining appropriate state and local public health preparedness priorities. To assist state and local public health departments in their strategic planning, CDC developed 15 capabilities to serve as national public health preparedness standards.

CDC applied a systematic approach to developing the public health preparedness capabilities. The content is based on evidence-informed documents, relevant preparedness literature, and subject matter expertise gathered from across the federal government and the state and local practice community.

CDC's Public Health Preparedness Capabilities: National Standards for State and Local Planning now provides a guide that state and local jurisdictions can use to better organize their work, plan their priorities, and decide which capabilities they have the resources to build or sustain. The capabilities also help ensure that federal preparedness funds are directed to priority areas within individual jurisdictions.
