Biden-Harris Administrations Announces Nearly $3 Billion in Project Selections to Help Communities Build Resilience to Climate Change and Extreme Weather Events

 Additional Funding from the President’s Investing in America Agenda Enables Major Program Expansion, with 23 States Selected for the First Time

WASHINGTON—Today, Homeland Security Secretary Alejandro N. Mayorkas, FEMA Administrator Deanne Criswell, and Senior Advisor to the President and White House Infrastructure Coordinator Mitch Landrieu announced the project selections for nearly $3 billion in climate resilience funding as part of President Biden’s Investing in America agenda, a key pillar of Bidenomics. The selections, through two competitive grant programs, will help communities across the nation enhance resilience to climate change and extreme weather events. Overall, the President’s Bipartisan Infrastructure Law provides FEMA nearly $7 billion to help communities proactively reduce their vulnerability to flood, hurricanes, drought, wildfires, extreme heat, and other climate-fueled hazards.

WASHINGTON — A government report released Wednesday said climate change is likely to pose a significant national security challenge for the U.S. over the next two decades by heightening social and political tensions, threatening the stability of some countries and increasing risks to human health.

President Obama Launches Climate Tools Including 3-D Maps

As part of his plan to help U.S. communities prepare for climate change, President Obama is unveiling initiatives Wednesday that include 3-dimensional mapping to better identify flood risks, landslide hazards and coastal erosion. . .

. . . The U.S. Geological Survey is launching a $13 million 3-D Elevation Program to develop advanced mapping that it says could, among other things, make it quicker to update flood maps and easier to find ideal sites for wind turbines and solar panels. It's relying on lidar (light detection and ranging) technology that uses light from lasers to give the elevation of any spot — from the tree tops to the ground.

C-CERTs Allow Colleges to Take Quick Action During an Emergency

When disaster strikes on or near a college campus, local first responders don’t always have the staff or resources to help immediately — especially when the campus is as big as a small city.

That’s why thousands of students, faculty and staff on campuses nationwide are being certified to help.

Campus Community Emergency Response Teams (C-CERT) are modeled after the national Community Emergency Response Team program, which educates civilians about disaster preparedness and trains them in basic disaster response skills like fire safety, search and rescue, team organization and basic medical operations.

Making Communities More Resilient to Climate-Induced Weather Disasters

Mounting scientific evidence indicates climate change will lead to more frequent and intense extreme weather that affects larger areas and lasts longer. We can reduce the risk of weather-related disasters, however, with a variety of measures. Experts say that a good strategy should include a variety of actions such as communicating risk and transferring it through vehicles such as insurance, taking a multi-hazard management approach, linking local and global management, and taking an iterative approach as opposed to starting with a master plan.

Disaster Resilience: A National Imperative

Some federal polices have created unintended negative consequences for resiliency

A focus on resiliency should replace a disaster response status quo that will prove increasingly costly in lives and expenses, says an Aug. 1 report from the National Academy of Sciences.

The report, sponsored by a swath of federal agencies and researchers, calls for community-driven and top-down resiliency measures, including community resiliency coalitions, a Homeland Security Department-prepared national resilience scorecard and incorporation of national resilience as an organizing principle of the federal government.

The concept of resiliency--which report authors define as "the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events" has assumed heightened importance as a homeland security concept, especially as natural disasters have become more damaging.
