Building Community Resilience to Disasters - A Way Forward to Enhance National Health Security

rand.org

Community resilience, or the sustained ability of a community to withstand and recover from adversity has become a key policy issue at federal, state, and local levels, including in the National Health Security Strategy. Because resources are limited in the wake of an emergency, it is increasingly recognized that resilience is critical to a community's ability to reduce long recovery periods after an emergency. This report provides a roadmap for federal, state, and local leaders who are developing plans to enhance community resilience for health security threats and describes options for building community resilience in key areas. Based on findings from a literature review and a series of community and regional focus groups, the authors provide a definition of community resilience in the context of national health security and a set of eight levers and five core components for building resilience. They then describe suggested activities that communities are pursuing and may want to strengthen for community resilience, and they identify challenges to implementation.

news.yahoo.com - Dylan Stableford - July 12th, 2012

The United States Department of Agriculture has declared natural disaster areas in more than 1,000 counties and 26 drought-stricken states, making it the largest natural disaster in America ever.

The declaration—which covers roughly half of the country—gives farmers and ranchers devastated by drought access to federal aid, including low-interest emergency loans.

"Agriculture remains a bright spot in our nation's economy," U.S. Agriculture Secretary Tom Vilsack said Wednesday while announcing the assistance program.

HSPI - Preparedness, Response & Resilience Task Force

The George Washington University Homeland Security Policy Institute

HSPI's Preparedness, Response, and Resilience Task Force brings together experts from government, academia, and the private and non-profit sectors to consider contemporary policy issues facing the nation's homeland security, first responder, and emergency management communities. To this end, the Task Force convenes sessions with the nation's policymakers and publishes policy papers and reports with actionable policy recommendations for the future.  The Task Force is predicated on the idea that a more nuanced approach to these policy issues can contribute to a greater level of resiliency for all levels of government, the private sector, and the public writ large.

Recent considerations of the Task Force include the meaning of resiliency; the critical junctures that exist between policy and implementation; the nexus between preparedness, response, and resilience; and the future of resiliency as it relates to a diverse and changing operational environment.
