FEMA - Strategic Foresight Initiative - Toward More Resilient Futures: Putting Foresight Into Practice

SFI recently released Toward More Resilient Futures: Putting Foresight Into Practice, a document highlighting the value and utility of thinking strategically about the future. The aim of this highly visual document is to help bridge the gap between the theory and practice of strategic foresight. We want our readers to explore the future by immersing themselves in the big issues driving change and to discover real world examples of how individuals and organizations are taking forward-leaning action to enhance disaster resilience.

While SFI’s earlier work centered on a deep analysis of future needs, Toward More Resilient Futures is more practical in focus. The document spotlights competing viewpoints for how recent trends in the economy, environment, technology and security may affect government and disaster management in the near future. It also highlights projects, individuals, and organizations that are pushing the bounds of current thinking and action around emergency management.

Helium is an essential resource in technologies such as medical imaging, rocket engines, and surveillance devices. In response to the element’s scarcity, the United States has been stockpiling helium since the 1960s in a National Helium Reserve called the Bush Dome, a deep underground reservoir outside of Amarillo, Texas. In 1996 the Helium Privatization Act mandated that the Department of the Interior sell off all the stockpiled helium by 2015.

National Weather Service Roadmap 2.0 Leads the Way to a Weather-Ready Nation

On April 24, 2013, NOAA’s National Weather Service, in partnership with the National Weather Service Employees Organization (NWSEO), released The Weather-Ready Nation Roadmap 2.0.  The updated Roadmap blends an understanding of social and physical sciences and lends itself to building community resilience in the face of increasing vulnerability to extreme weather and water events. After achieving the goals of the Weather-Ready Nation Roadmap, NWS will empower emergency managers, first responders, government officials, businesses, and the public to make faster, smarter decisions to save lives and protect livelihoods.

“The NWS recognizes that issuing excellent forecasts and warnings may not always be enough to save lives,” said NWS Director Louis W. Uccellini.  “The Weather-Ready Nation initiative is first and foremost to save lives and protecting livelihoods by providing useful, relevant, actionable information on for critical decision support services.”

Resilience, Risk and Vulnerability at Sida - Final Report

Swedish International Development Cooperation Agency (Sida)

This report reviews the interventions of the Swedish International Development Cooperation Agency (Sida) that have strong implications for increasing resilience and reducing vulnerability to natural disasters, and it aims at improving the understanding of how Sida has worked with these issues so far and how the work can be further strengthened. The report combines findings from a mapping phase with more in-depth analysis of resilience initiatives related to climate change adaptation, agriculture and water hazards.

Making Communities More Resilient to Climate-Induced Weather Disasters

Mounting scientific evidence indicates climate change will lead to more frequent and intense extreme weather that affects larger areas and lasts longer. We can reduce the risk of weather-related disasters, however, with a variety of measures. Experts say that a good strategy should include a variety of actions such as communicating risk and transferring it through vehicles such as insurance, taking a multi-hazard management approach, linking local and global management, and taking an iterative approach as opposed to starting with a master plan.
