Fire in Texas raging at chemical plant, nearby residents concerned for health - CBS News

A chemical plant near Houston has been burning since Sunday morning . . .

75% of the US population will suffer below-freezing temps this week - cnn

Two-thirds of the continental United States will be a frozen ice box Tuesday, as the so-called polar vortex of frigid arctic air spins across the U.S. Midwest, clips the Great Lakes, the Ohio Valley and pushes on into New England.

And the sub-zero cold and bitter winds will stick around for a couple of days, possibly bringing dozens of record lows with a life-threatening freeze before dissipating by the weekend, the National Weather Service reported (NWS).

The polar vortex is a mass of freezing air that normally spins around the North Pole, but has slipped southward and swirled into the United States, forecasters said.

New topographic and predictive rainfall data means more people in Harris County will be mapped in floodplains.

When Hurricane Harvey left so much of Houston underwater, it highlighted a problem that’s been getting worse for years: Harris County’s existing floodplain maps just don’t work.

In the year since the historic storm, flood control officials have promised to change that, and they already had plans to redo the maps, but new data on the geography of the area and the amount of rainfall forecasters expect in the future means the new maps could look drastically different.

It’s crucial the maps are done right, as people are using the maps, meant to set flood insurance premiums, for more than they are intended . . .

When a “megafire” engulfed Paradise, California, officials and residents had to abandon their evacuation plans and improvise new ways to save lives, learning lessons that could help the growing number of U.S. communities at risk to wildfires.

As strong winds sent flames roaring into Paradise at 2 miles per minute, emergency personnel and locals realized their escape plans, crafted after a 2008 blaze, would not work.

“The lessons we had learned in the past kind of went out of the window due to the sheer speed and intensity of this fire,” Paradise Emergency Operations Coordinator Jim Broshears said in a phone interview.
