Under the dynamic conditions of rapid climate change and broader global changes, resilience and sustainability are not being achieved through traditional emergency management and humanitarian approaches alone. While community-based resilience networks are now beginning to emerge in a race to stabilize New York City's coastal communities significantly impacted by Superstorm Sandy in 2012, many impacted neighborhoods are still trending toward greater vulnerability plaguing recovery and preparedness for the next wave of potentially larger storms.

“Disasters pose questions of who [is helped] first and who...last,” said Sheri Fink, MD, PhD, a correspondent for The New York Times and Pulitzer Prize-winning author, to more than 1,000 attendees of the 2014 Preparedness Summit  in Atlanta this week. Fink is the author of Five Days at Memorial: Life and Death in a Storm Ravaged Hospital, about the response by health providers, first responders, volunteers, patients and family members who rode out the storm in a hospital that lost power in the early hours of the hurricane. Fink was the headline speaker for the first plenary session of the Summit.

Report: Support to Local Authorities (When They Are Overwhelmed)

On 13 November 2013, DomesticPreparedness.com hosted a roundtable discussion at the U.S. Air Force Academy's Falcon Club in Colorado Springs, Colo. LTG H. Steven Blum, (Ret.) USA, led the discussion on "Support to Local Authorities (When They Are Overwhelmed)" and the readiness of local authorities to deal with the aftermath of natural and/or manmade disasters. The requirement does not change even though grant dollars are being cut.

The survey results outlined in this report highlight the need to do more to improve preparedness efforts for any natural or manmade incident. Disasters often touch everyone within an affected jurisdiction. However, as seen on 9/11 and following many other disasters over the years, they also affect many people outside the immediate impact area and even around the world.

SLOSH Model - Introduction

The Sea, Lake and Overland Surges from Hurricanes (SLOSH) model is a computerized numerical model developed by the National Weather Service (NWS) to estimate storm surge heights resulting from historical, hypothetical, or predicted hurricanes by taking into account the atmospheric pressure, size, forward speed, and track data. These parameters are used to create a model of the wind field which drives the storm surge.

The SLOSH model consists of a set of physics equations which are applied to a specific locale's shoreline, incorporating the unique bay and river configurations, water depths, bridges, roads, levees and other physical features.

Public Health Preparedness Capabilities: National Standards for State and Local Planning

One of the nation's key preparedness challenges has been determining appropriate state and local public health preparedness priorities. To assist state and local public health departments in their strategic planning, CDC developed 15 capabilities to serve as national public health preparedness standards.

CDC applied a systematic approach to developing the public health preparedness capabilities. The content is based on evidence-informed documents, relevant preparedness literature, and subject matter expertise gathered from across the federal government and the state and local practice community.

CDC's Public Health Preparedness Capabilities: National Standards for State and Local Planning now provides a guide that state and local jurisdictions can use to better organize their work, plan their priorities, and decide which capabilities they have the resources to build or sustain. The capabilities also help ensure that federal preparedness funds are directed to priority areas within individual jurisdictions.

Scientists have discovered a weather pattern that foreshadows heat waves and could be used to predict them more than two weeks in advance, well beyond the 10-day range of weather forecasts, a new study reports.

Researchers at the National Center for Atmospheric Research wondered if the prolonged and often deadly heat waves that hit the United States and other Northern Hemisphere countries during the summer could be triggered by large-scale atmospheric circulation patterns.

WASHINGTON -- From roads and bridges to power plants and gas pipelines, American infrastructure is vulnerable to the effects of climate change, according to a pair of government reports released Thursday.

The reports are technical documents supporting the National Climate Assessment, a major review compiled by 13 government agencies that the U.S. Global Change Research Program is expected to release in April. Scientists at the Department of Energy's Oak Ridge National Laboratory put together the reports, which warn that climate-fueled storms, flooding and droughts could cause "cascading system failures" unless there are changes made to minimize those effects.

Governor of New York Launches Massive Training Program for Citizen Preparedness

On Feb. 1 New York’s Governor Cuomo will launch the Citizen Preparedness Corps Training Program.

According to an article from longisland.com, the program is designed to give 100,000 New Yorkers the training they need to be better prepared for emergencies and disasters. Not only will this training enable them to help themselves in a crisis, it will also teach them how to help their families and neighbors.

“Severe weather events are becoming more frequent and extreme and to make sure that our communities are safe, we need more New Yorkers than ever to be prepared and trained to respond,” said Cuomo in the article.
