The federal Health department announced a new initiative to bring down healthcare costs and improve care delivery through $1 billion in grants and evaluations.
Health and Human Services (HHS) Secretary Kathleen Sebelius said the second round of Healthcare Innovation Awards will target new areas for improvement, including care for special needs populations.
The awards are also meant to reduce costs for Medicare and Medicaid patients in outpatient hospital settings, test new care and financial models for specific provider groups, and ensure care delivery accounts for preventive and population health.

The Health Care Innovation Awards are funding up to $1 billion in awards to organizations that are implementing the most compelling new ideas to deliver better health, improved care and lower costs to people enrolled in Medicare, Medicaid and Children's Health Insurance Program (CHIP), particularly those with the highest health care needs.

Health Care Innovation Awards Round One: Awarded Projects
The CMS Innovation Center announced the first batch of awardees for the Health Care Innovation Awards on May 8, 2012 and the second (final) batch on June 15, 2012. The awarded organizations will implement projects in communities across the nation that aim to deliver better health, improved care and lower costs to people enrolled in Medicare, Medicaid and the Children’s Health Insurance Program (CHIP), particularly those with the highest health care needs. Funding for these projects is for three years.

Round Two - Health Care Innovation Awards

The Centers for Medicare & Medicaid Services (CMS) has released a Funding Opportunity Announcement for round two of the Health Care Innovation Awards. Under this announcement, CMS will spend up to $1 billion for awards and evaluation of projects from across the country that test new payment and service delivery models that will deliver better care and lower costs for Medicare, Medicaid, and Children’s Health Insurance Program (CHIP) enrollees.
The second round of the Health Care Innovation Awards will support public and private organizations in four defined areas that have a high likelihood of driving health care system transformation and delivering better outcomes. Specifically, in this second round, CMS is seeking proposals in the following categories:
In this round, CMS specifically seeks new payment models to support the service delivery models funded by this initiative. All applicants must submit, as part of their application, the design of a payment model that is consistent with the new service delivery model that they propose.
Eligibility
Interested parties of all types who have developed innovations that will drive significant improvement in population health, quality of care and total cost of care are welcome to apply. Eligible applicants include, but not limited to: provider groups, health systems, payers and other private sector organizations, faith-based organizations, states, local governments, public-private partnerships and for-profit organizations.

How to Apply
Letters of Intent to Apply
All applicants are required to submit non-binding letters of intent to apply by June 28, 2013 3pm EDT. Failure to submit a Letter of Intent to Apply will disqualify the application form that organization from being reviewed.
Applications
All applicants are required to submit a complete application to CMS. Applications will be made available June 14 and completed applications will be accepted until August 15, 2013 3pm EDT. All applications must be submitted electronically through www.grants.gov. Potential applicants are strongly encouraged to use the review criteria information provided in the “Application Review Information” section of the Funding Opportunity Announcement.
