Administration Is Seen as Retreating on Environment in Talks on Pacific Trade

The Obama administration is retreating from previous demands of strong international environmental protections in order to reach agreement on a sweeping Pacific trade deal that is a pillar of President Obama’s strategic shift to Asia, according to documents obtained by WikiLeaks, environmentalists and people close to the contentious trade talks.

The negotiations over the Trans-Pacific Partnership, which would be one of the world’s biggest trade agreements, have exposed deep rifts over environmental policy between the United States and 11 other Pacific Rim nations. As it stands now, the documents, viewed by The New York Times, show that the disputes could undo key global environmental protections.

Target Hackers Wrote Partly in Russian, Displayed High Skill, Report Finds

The holiday data breach at Target Corp. TGT -0.94% appeared to be part of a broad and highly sophisticated international hacking campaign against multiple retailers, according to a report prepared by federal and private investigators that was sent to financial-services companies and retailers.

The report offers some of the first details to emerge about the source of the attack that compromised 40 million credit- and debit-card accounts and personal data for 70 million people. It also provided further evidence the attack on Target during peak holiday shopping was part of a concerted effort by skilled hackers.

Natural Gas Loses to Solar on Costs, A First

For those who already think natural gas will win out over renewable power, a judge has said, not so fast.

In what may be the first time a U.S. solar power project has been declared cost-competitive against natural gas in a competitive bidding process, a judge has said solar is cheaper than natural gas. The ruling could be a road map for avoiding a new fossil fuel age dominated by big natural gas.

Key Senate Vote on Flood Insurance Rate Delay Pushed to Next Week

The U.S. Senate is expected to take a key vote soon on a bill that would delay some of the flood insurance rate hikes triggered by the Biggert-Waters Flood Insurance Reform Act of 2012. . .

. . . The procedural vote on S.1846 was originally planned for Wednesday, but the Senate is still dealing with an extension of federal unemployment benefits, delaying consideration of the flood bill. U.S. Sen. Mary Landrieu (D-La.), a major advocate for the bill, told USA Today that  “next week is more realistic” for any vote on the flood bill.

Funding Problems Threaten US Disaster Preparedness

A study by researchers at the George Washington University, the University of Southern California, and the Cabarrus Health Alliance lists seven recommendations to enhance preparedness for public health emergencies in the US

WASHINGTON (Jan. 9, 2013) –The Sept. 11, 2001 attacks in New York City prompted large increases in government funding to help communities respond and recover after man-made and natural disasters. But, this funding has fallen considerably since the economic crisis in 2008. Furthermore, disaster funding distribution is deeply inefficient: huge cash infusions are disbursed right after a disaster, only to fall abruptly after interest wanes. These issues have exposed significant problems with our nation's preparedness for public health emergencies.

ULI Receives $800,000 Grant from the Kresge Foundation to Support Institute’s Community Resiliency Program

WASHINGTON (December 11, 2013) – The Urban Land Institute (ULI), a global research and education institute dedicated to responsible land use and sustainable community building, has been awarded an $800,000 grant from The Kresge Foundation to support the institute’s pursuit of urban design and development practices that are more resilient and adaptable to the impact of climate change.

ULI’s community resiliency program explores how issues related to climate change are affecting the real estate industry and reshaping urban growth patterns. Through the grant from The Kresge Foundation, ULI will leverage the substantial expertise of its members to provide guidance on community building in a way that responds to inevitable climate change and sea level rise, and helps preserve the environment, boost economic prosperity, and foster a high quality of life.

Thousands of homeowners in flood-prone parts of the country are going to be in for a rude awakening.  On Oct. 1, new changes to the National Flood Insurance Program (NFIP), which offers government-subsidized policies for households and businesses threatened by floods, mean that businesses in flood zones and homes that have been severely or repeatedly flooded will start going up 25% a year until rates reach levels that would reflect the actual risk from flooding. (Higher rates for second or vacation homes went into effect at the start of 2013.) That means that property owners in flood-prone areas who might have once been paying around $500 a year—rates that were well below what the market would charge, given the threat from flooding—will go up by thousands of dollars over the next decade.

How The Department Of Energy Is Working To Reduce The Cost Of Solar By 75 Percent

It’ll soon take just one day to get a solar permit in Chicago, thanks to a $750,000 grant from the U.S. Department of Energy. That’s down from the 30-day wait that Chicagoans had to endure previously if they wanted to install small-scale solar projects on their homes or businesses. The grant will also help the city cut fees for solar panel installations by 25 percent, to $275.

Chicago’s grant is just one of $60 million worth of solar grants announced this week by the Department of Energy. The grants are housed under the Energy Department’s SunShot Initiative, a program announced in 2011 with the goal of reducing the cost of solar energy by 75 percent. The grants announced this week will go toward initiatives including increasing diversity in the solar industry, making installing solar cheaper and easier for Americans, and helping kickstart solar businesses.
