Biden-Harris Administrations Announces Nearly $3 Billion in Project Selections to Help Communities Build Resilience to Climate Change and Extreme Weather Events

 Additional Funding from the President’s Investing in America Agenda Enables Major Program Expansion, with 23 States Selected for the First Time

WASHINGTON—Today, Homeland Security Secretary Alejandro N. Mayorkas, FEMA Administrator Deanne Criswell, and Senior Advisor to the President and White House Infrastructure Coordinator Mitch Landrieu announced the project selections for nearly $3 billion in climate resilience funding as part of President Biden’s Investing in America agenda, a key pillar of Bidenomics. The selections, through two competitive grant programs, will help communities across the nation enhance resilience to climate change and extreme weather events. Overall, the President’s Bipartisan Infrastructure Law provides FEMA nearly $7 billion to help communities proactively reduce their vulnerability to flood, hurricanes, drought, wildfires, extreme heat, and other climate-fueled hazards.

WASHINGTON – Today, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) signed Memoranda of Understanding (MOU) with seven technology organizations to provide state, local, tribal and territorial governments with technology resources during a disaster to expedite response and recovery. Cisco Systems, Google, Humanity Road, Information Technology Disaster Resource Center, Intel, Joint Communications Task Force and Microsoft have joined FEMA’s new Tech Corps program – a nationwide network of skilled, trained technology volunteers who can address critical technology gaps during a disaster.

The 2014 - 2018 FEMA Strategic Plan reflects objectives the Agency will accomplish to provide the best possible support to the American people before, during, and after disasters. It sets forth the strategies FEMA will employ to accomplish the objectives and also establishes measurable outcomes to achieve. This Strategic Plan was developed through the involvement of hundreds of FEMA employees and many external stakeholders who contributed to generating our objectives, strategies, and outcomes, and who are now working to execute this Plan. 

The Strategic Plan provides a strategic lense to focus FEMA's efforts and guide the allocation of resources over the next four years. The FEMA Strategic Plan supports the Department of Homeland Security's 2014 Quadrennial Homeland Security Review Mission 5 (Strengthen national preparedness and resilience) and is built on five strategic priorities and two strategic imperatives outlined in the Fiscal Year 2015-2019 Administrator's Intent:

FEMA - Strategic Foresight Initiative - Toward More Resilient Futures: Putting Foresight Into Practice

SFI recently released Toward More Resilient Futures: Putting Foresight Into Practice, a document highlighting the value and utility of thinking strategically about the future. The aim of this highly visual document is to help bridge the gap between the theory and practice of strategic foresight. We want our readers to explore the future by immersing themselves in the big issues driving change and to discover real world examples of how individuals and organizations are taking forward-leaning action to enhance disaster resilience.

While SFI’s earlier work centered on a deep analysis of future needs, Toward More Resilient Futures is more practical in focus. The document spotlights competing viewpoints for how recent trends in the economy, environment, technology and security may affect government and disaster management in the near future. It also highlights projects, individuals, and organizations that are pushing the bounds of current thinking and action around emergency management.

Report: FEMA Lacks Centralized Standards for Reserve Disaster Workforce

The Federal Emergency Management Agency (FEMA) does not monitor how its reserve workforce applies disaster guidance and policies in different areas of the United States and thus does not ensure consistency across its 10 regional offices, congressional investigators warned Friday.

Moreover, FEMA lacks hiring standards for reserve employees under the Disaster Assistance Employee (DAE) program; therefore those employees are likely to have different skill sets from region to region, said the Government Accountability Office in a report, Disaster Assistance Workforce: FEMA Could Enhance Human Capital Management and Training.

FEMA Grant Helps UW Create Disaster Plan

The University of Wisconsin is currently hard at work developing a comprehensive disaster preparedness plan with the help of FEMA

The University of Wisconsin is currently hard at work developing a comprehensive disaster preparedness plan.

The University’s work comes with the help of a Federal Emergency Management Agency (FEMA) grant to create a Disaster Resistant University strategy. The goal of the program is to help minimize potential damage from natural disasters or man-made events.

In particular the disaster plan will focus on facilitating cooperation between university, state, and federal authorities by identifying key hazards to university property, operations, and individuals.

With the help of Geographic Information Systems, university planners will develop models to map out various disaster scenarios to determine what the necessary course of action in terms of preparedness.

Creation of Next-Gen Public Safety Comms Net Should Be Managed by Non-Profit, Says Study

The next generation public safety communications network should be managed by a non-governmental, non-profit organization that could impartially reconcile the myriad standards and procedures affecting emergency responders nationwide, said a report by an independent government advisory committee.

It also recommended that such a network should take advantage of “assigned public safety spectrum.” Congress has been trying to get spectrum for a national public safety network for years, battling over whether to assign the spectrum directly to first responders or auction it off to communications companies, so they can share it with responders and manage its back-office functions.

FEMA Urges Greater Public-Private Cooperation in Disaster Response

New Orleans, La., Jan. 17, 2012 -- FEMA Administrator Craig Fugate, guest speaker for the International Disaster Conference and Expo, emphasizes the Federal Government's initial response to a disaster is to get people to safety, transport the injured and assist in the reestablishment of infrastructure. Restoration of infrastructure is critical and involves getting private sector entities up and running so gas stations, food establishments, hotels and other essential private businesses are operable. Speaking at the International Disaster Conference and Exposition, Craig Fugate, the head of the Federal Emergency Management Agency (FEMA), urged emergency planners to take a broader view of disaster response and include the private sector.
